1. brief overview: What is the Auto Plus plan?

Plan Auto Plus (Auto+) is the new national subsidy program for the purchase of electric cars and plug-in hybrids that replaces the previous Plan MOVES III from January 1, 2026 replaces it.

Core elements:

  • Part of the overarching “Plan España Auto 2030” (government strategy with 25 measures for industry & e-mobility).

  • Budget 2026: 400 million for direct subsidies for vehicle purchases.

  • Subsidy directly at the dealershipi.e. as a discount on the invoice, instead of months or years later (as with MOVES III).

  • Central administration by the state (Ministerio de Industria y Turismo), no more distribution of funds by Comunidades Autónomas.

  • Focus exclusively on vehicles; the promotion of charging infrastructure is carried out via a separate program MOVES Corredores program (€ 300 million).

In addition, a further 400 million € was approved to finance the outstanding MOVES III waiting list. This means that a total of 800 million available for vehicles (€400 million for Auto+ from 2026 + €400 million for old MOVES applications).

2.4 Amount of the grants

  • Clear figures exist for MOVES III (e.g. up to €4,500 + €2,500 for scrapping in the case of BEVs, etc.).

  • For Auto+ the exact scale has not yet been set out in detail in the law gazettebut the government and the trade press are currently assuming that:
    • The familiar level of up to approx. 7,000 € per vehicle (incl. scrappage bonus) will be continued.

Important: These amounts are politically announced / expectedbut the exact limits and tables are not yet in a BOE decree (see section 5).

3. prerequisites (planned / expected criteria)

The final requirements depend on the subsequent implementing standard (Real Decree or Order). Currently, government announcements and technical summaries indicate the following probable criteria can currently be derived (strongly based on MOVES III):

3.1 Eligible persons / legal entities

Expected to be eligible to apply:

  • Private buyers with residence in Spain

  • Autónomos (self-employed) with activity in Spain

  • Companies / fleet operators (incl. rental cars, car sharing etc.)

  • Public bodies / administrationsinsofar as this is explicitly provided for – as with MOVES

These groups are repeatedly mentioned in the reporting, explicitly with the aim of supporting both private purchases and fleet conversions.

3.2 Eligible vehicles

Typical target corridor, based on MOVES III:

  • Electric vehicles (BEV)

  • Plug-in hybrids (PHEV) with a certain minimum electric range

  • Possibly some categories of light commercial vehicles (N1 etc.), analogous to MOVES III – but not yet officially confirmed.

Other typical technical specifications (predicted):

  • Vehicle must be new (or defined categories such as “km 0 / seminuevo” within narrow limits – this is still open, with MOVES III this was only expanded later).

  • Compliance with CO₂ limits (de facto 0 g/km for BEV, very low for PHEV).

3.3 Price limits / maximum price

Based on previous documentation, it is expected that:

  • For passenger cars an upper price limit in the range of €45,000-50,000 (before IVA) will apply,

  • for multi-seater vehicles (8-9 seats) possibly higher limits.

The exact values (e.g. €45,000 vs. €50,000) will be defined in the implementing decree.

3.4 Holding periods & scrapping

Outlook, based on MOVES III and current specialist articles:

  • Minimum holding periodexpected 2-4 yearsduring which the vehicle must remain registered to the beneficiary.

  • Additional bonus (as before up to € 2,500) for scrapping of an old vehicle:
    • Old cars with minimum age (previously >7 years)

    • Owned by the beneficiary for a minimum period (previously at least 12 months)

4. timetable: When does Auto+ apply and what is the transition phase?

4.1 MOVES III term

  • Until December 31, 2025 MOVES III remains in force (incl. ongoing regional programs).

  • There is an extensive extensive waiting list open applications (estimated at € 300 million).

4.2 Starting Plan Auto Plus

  • Start date Auto+: January 1, 2026 (clearly communicated politically; both the government and several media outlets mention this date).

4.3 Dealing with the MOVES waiting list

  • The government has set aside an additional 400 million € to complete the old MOVES applications applications.

  • The aim is for Auto+ without legacy issues ready to go.

Practical consequence for buyers:

  • Purchase by 31.12.2025 → generally MOVES III (if regional funds are still available and application is approved).

  • Purchase from 1.1.2026 → Plan Auto Plus, with direct discount at the dealership.

5 Who can apply for Auto+ and how does the application process work?

5.1 Beneficiaries

According to current information (as yet without a final legal text):

  • Private individuals with residence in Spain

  • Autónomos / Freelancer

  • Companies / Fleets (incl. rental and company fleets)

  • public administrations (e.g. municipal fleets), provided that as previously envisaged

Communication from the government, ANFAC and specialist portals is clearly aimed at this broad target group.

5.2 Application procedure (planned)

The dealer / car dealership becomes the central intermediary:

  • Customer selects an eligible vehicle.

  • Car dealership takes over application and processing with the central government agency.

  • The discount (subsidy) appears directly on the invoice; the state reimburses the retailer later.

For you as a buyer, this means that you should generally no longer have to submit a separate online application to the Autonomous Community This is exactly what Auto+ is supposed to simplify compared to MOVES III.

6 Legal basis: Where is the “legal decision”?

This is the tricky point, and it is important to make a clear distinction here:

  1. Political announcement / strategic framing

    • What has been official is mainly in:

      • the communication of the Spanish government (La Moncloa) on the Plan España Auto 2030

      • the joint presentations with ANFAC and other associations.

    • Auto+ is presented there as part of the strategy with a budget, targets and a rough outline.

  2. Concrete legal norm (Real Decreto / Order, BOE)

    • Status 6.12.2025:

      • There is yet a published, specific Real Decreto or Real Decreto-ley in the BOEthat bindingly regulates all the details of Plan Auto Plus (funding tables, exact price caps, exact deadlines, etc.).

      • Trade media explicitly state that they are still waiting for the specific BOE publicatione.g. with regard to the inclusion of rental/renting models.

    • The final details (e.g. exact amounts, price corridors, vehicle categories) will therefore only be published with the future BOE text. only become legally binding with the future BOE text legally binding.

    • In practice, the Ministry will be responsible for the implementation standard and is expected to publish it on its website:

      • the concrete instructions,

      • FAQs,

      • and provide links to the BOE.

Until this step has been taken, all detailed tables (exact amounts according to range, vehicle class, commercial vs. private buyer, etc.) are at the “politically announced / technically expected” level, but not fixed as a legal text. not fixed as a legal text.
