Currently, government announcements and technical summaries indicate the following <span class=\"s2\"><b>probable criteria<\/b><\/span> can currently be derived (strongly based on MOVES III): <span class=\"Apple-converted-space\">  <\/span><\/p>\n<h4><b>3.1 Eligible persons \/ legal entities<\/b><\/h4>\n<p class=\"p3\">Expected to be eligible to apply:<\/p>\n<ul>\n<li>\n<p class=\"p1\"><span class=\"s1\"><b>Private buyers<\/b><\/span> with residence in Spain<\/p>\n<\/li>\n<li>\n<p class=\"p1\"><span class=\"s1\"><b>Aut\u00f3nomos (self-employed)<\/b><\/span> with activity in Spain<\/p>\n<\/li>\n<li>\n<p class=\"p1\"><span class=\"s1\"><b>Companies \/ fleet operators<\/b><\/span> (incl. rental cars, car sharing etc.)<\/p>\n<\/li>\n<li>\n<p class=\"p1\"><span class=\"s1\"><b>Public bodies \/ administrations<\/b><\/span>insofar as this is explicitly provided for &#8211; as with MOVES<\/p>\n<\/li>\n<\/ul>\n<p class=\"p3\">These groups are repeatedly mentioned in the reporting, explicitly with the aim of supporting both private purchases and fleet conversions.<span class=\"Apple-converted-space\">  <\/span><\/p>\n<h4><b>3.2 Eligible vehicles<\/b><\/h4>\n<p class=\"p3\">Typical target corridor, based on MOVES III:<\/p>\n<ul>\n<li>\n<p class=\"p1\"><b>Electric vehicles (BEV)<\/b><b><\/b><\/p>\n<\/li>\n<li>\n<p class=\"p1\"><span class=\"s1\"><b>Plug-in hybrids (PHEV)<\/b><\/span> with a certain minimum electric range<\/p>\n<\/li>\n<li>\n<p class=\"p1\">Possibly some categories of light commercial vehicles (N1 etc.), analogous to MOVES III &#8211; but not yet officially confirmed.<span class=\"Apple-converted-space\">  <\/span><\/p>\n<\/li>\n<\/ul>\n<p class=\"p3\">Other typical technical specifications (predicted):<\/p>\n<ul>\n<li>\n<p class=\"p1\">Vehicle must be <span class=\"s1\"><b>new<\/b><\/span> (or defined categories such as &#8220;km 0 \/ seminuevo&#8221; within narrow limits &#8211; this is still open, with MOVES III this was only expanded later).<span class=\"Apple-converted-space\">  <\/span><\/p>\n<\/li>\n<li>\n<p class=\"p1\">Compliance with <span class=\"s1\"><b>CO\u2082 limits<\/b><\/span> (de facto 0 g\/km for BEV, very low for PHEV).<\/p>\n<\/li>\n<\/ul>\n<h4><b>3.3 Price limits \/ maximum price<\/b><\/h4>\n<p class=\"p3\">Based on previous documentation, it is expected that:<\/p>\n<ul>\n<li>\n<p class=\"p1\">For passenger cars an upper price limit <span class=\"s1\"><b>in the range of \u20ac45,000-50,000 (before IVA)<\/b><\/span> will apply,<\/p>\n<\/li>\n<li>\n<p class=\"p1\">for multi-seater vehicles (8-9 seats) possibly higher limits.<span class=\"Apple-converted-space\">  <\/span><\/p>\n<\/li>\n<\/ul>\n<p class=\"p3\">The exact values (e.g. \u20ac45,000 vs. \u20ac50,000) will be defined in the implementing decree.<\/p>\n<h4><b>3.4 Holding periods &amp; scrapping<\/b><\/h4>\n<p class=\"p3\">Outlook, based on MOVES III and current specialist articles:<\/p>\n<ul>\n<li>\n<p class=\"p1\"><span class=\"s1\"><b>Minimum holding period<\/b><\/span>expected <span class=\"s1\"><b>2-4 years<\/b><\/span>during which the vehicle must remain registered to the beneficiary.<span class=\"Apple-converted-space\"> <\/span><\/p>\n<\/li>\n<li><span class=\"s1\"><b>Additional bonus<\/b><\/span> (as before up to \u20ac 2,500) for <span class=\"s1\"><b>scrapping<\/b><\/span> of an old vehicle:\n<ul>\n<li>\n<p class=\"p1\">Old cars with minimum age (previously &gt;7 years)<\/p>\n<\/li>\n<li>\n<p class=\"p1\">Owned by the beneficiary for a minimum period (previously at least 12 months)<span class=\"Apple-converted-space\">  <\/span><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3><b>4. timetable: When does Auto+ apply and what is the transition phase?<\/b><\/h3>\n<h4><b>4.1 MOVES III term<\/b><\/h4>\n<ul>\n<li>\n<p class=\"p1\"><span class=\"s1\"><b>Until December 31, 2025<\/b><\/span> MOVES III remains in force (incl. ongoing regional programs).<span class=\"Apple-converted-space\">  <\/span><\/p>\n<\/li>\n<li>\n<p class=\"p1\">There is an extensive <span class=\"s1\"><b>extensive waiting list<\/b><\/span> open applications (estimated at \u20ac 300 million).<span class=\"Apple-converted-space\">  <\/span><\/p>\n<\/li>\n<\/ul>\n<h4><b>4.2 Starting Plan Auto Plus<\/b><\/h4>\n<ul>\n<li>\n<p class=\"p1\"><span class=\"s1\"><b>Start date Auto+: January 1, 2026<\/b><\/span> (clearly communicated politically; both the government and several media outlets mention this date).<span class=\"Apple-converted-space\">  <\/span><\/p>\n<\/li>\n<\/ul>\n<h4><b>4.3 Dealing with the MOVES waiting list<\/b><\/h4>\n<ul>\n<li>\n<p class=\"p1\">The government has set aside an additional <span class=\"s1\"><b>400 million \u20ac<\/b><\/span> to complete the <span class=\"s1\"><b>old MOVES applications<\/b><\/span> applications.<\/p>\n<\/li>\n<li>\n<p class=\"p1\">The aim is for Auto+ <span class=\"s1\"><b>without legacy issues<\/b><\/span> ready to go.<span class=\"Apple-converted-space\">  <\/span><\/p>\n<\/li>\n<\/ul>\n<p class=\"p3\">Practical consequence for buyers:<\/p>\n<ul>\n<li>\n<p class=\"p1\">Purchase by 31.12.2025 \u2192 generally MOVES III (if regional funds are still available and application is approved).<\/p>\n<\/li>\n<li>\n<p class=\"p1\">Purchase from 1.1.2026 \u2192 Plan Auto Plus, with direct discount at the dealership.<\/p>\n<\/li>\n<\/ul>\n<h3><b>5 Who can apply for Auto+ and how does the application process work?<\/b><\/h3>\n<h4><b>5.1 Beneficiaries<\/b><\/h4>\n<p class=\"p3\">According to current information (as yet without a final legal text):<\/p>\n<ul>\n<li>\n<p class=\"p1\"><span class=\"s1\"><b>Private individuals<\/b><\/span> with residence in Spain<\/p>\n<\/li>\n<li>\n<p class=\"p1\"><b>Aut\u00f3nomos \/ Freelancer<\/b><b><\/b><\/p>\n<\/li>\n<li>\n<p class=\"p1\"><span class=\"s1\"><b>Companies \/ Fleets<\/b><\/span> (incl. rental and company fleets)<\/p>\n<\/li>\n<li>\n<p class=\"p1\"><span class=\"s1\"><b>public administrations<\/b><\/span> (e.g. municipal fleets), provided that as previously envisaged<\/p>\n<\/li>\n<\/ul>\n<p class=\"p3\">Communication from the government, ANFAC and specialist portals is clearly aimed at this broad target group.<span class=\"Apple-converted-space\">  <\/span><\/p>\n<h4><b>5.2 Application procedure (planned)<\/b><\/h4>\n<p class=\"p1\">The <span class=\"s1\"><b>dealer \/ car dealership<\/b><\/span> becomes the central intermediary:<\/p>\n<ul>\n<li>\n<p class=\"p1\">Customer selects an eligible vehicle.<\/p>\n<\/li>\n<li>\n<p class=\"p1\">Car dealership takes over <span class=\"s1\"><b>application and processing<\/b><\/span> with the central government agency.<\/p>\n<\/li>\n<li>\n<p class=\"p1\">The <span class=\"s1\"><b>discount<\/b><\/span> (subsidy) appears directly on the invoice; the state reimburses the retailer later.<span class=\"Apple-converted-space\">  <\/span><\/p>\n<\/li>\n<\/ul>\n<p>For you as a buyer, this means that you should generally <span class=\"s2\"><b>no longer have to submit a separate online application to the Autonomous Community<\/b><\/span> This is exactly what Auto+ is supposed to simplify compared to MOVES III.<\/p>\n<h3><b>6 Legal basis: Where is the &#8220;legal decision&#8221;?<\/b><\/h3>\n<p class=\"p3\">This is the tricky point, and it is important to make a clear distinction here:<\/p>\n<ol start=\"1\">\n<li>\n<p class=\"p1\"><b>Political announcement \/ strategic framing<\/b><b><\/b><\/p>\n<ul>\n<li>\n<p class=\"p1\">What has been <span class=\"s1\"><b>official<\/b><\/span> is mainly in:<\/p>\n<ul>\n<li>\n<p class=\"p1\">the communication of the Spanish government (La Moncloa) on the <span class=\"s1\"><b>Plan Espa\u00f1a Auto 2030<\/b><\/span><span class=\"Apple-converted-space\">  <\/span><\/p>\n<\/li>\n<li>\n<p class=\"p1\">the joint presentations with <span class=\"s1\"><b>ANFAC<\/b><\/span> and other associations.<span class=\"Apple-converted-space\">  <\/span><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p class=\"p1\">Auto+ is presented there as <span class=\"s1\"><b>part of the strategy<\/b><\/span> with a budget, targets and a rough outline.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p class=\"p1\"><b>Concrete legal norm (Real Decreto \/ Order, BOE)<\/b><b><\/b><\/p>\n<ul>\n<li>\n<p class=\"p1\"><b>Status 6.12.2025<\/b><span class=\"s1\">:<\/span><\/p>\n<ul>\n<li>\n<p class=\"p1\">There is <span class=\"s1\"><b>yet a published, specific Real Decreto or Real Decreto-ley in the BOE<\/b><\/span>that bindingly regulates all the details of Plan Auto Plus (funding tables, exact price caps, exact deadlines, etc.).<\/p>\n<\/li>\n<li>\n<p class=\"p1\">Trade media explicitly state that they are still waiting for the <span class=\"s1\"><b>specific BOE publication<\/b><\/span>e.g. with regard to the inclusion of rental\/renting models.<span class=\"Apple-converted-space\">  <\/span><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p class=\"p1\">The final details (e.g. exact amounts, price corridors, vehicle categories) will therefore only be published with the future BOE text. <span class=\"s1\"><b>only become legally binding with the future BOE text<\/b><\/span> legally binding.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<h4><b>6.1 Where to look specifically?<\/b><\/h4>\n<p class=\"p3\">As soon as the decision is published, you will find it here:<\/p>\n<ol start=\"1\">\n<li>\n<p class=\"p1\"><b>Bolet\u00edn Oficial del Estado (BOE)<\/b><b><\/b><\/p>\n<ul>\n<li>\n<p class=\"p1\">Website: boe.es<\/p>\n<\/li>\n<li>\n<p class=\"p1\">Useful search terms:<\/p>\n<ul>\n<li>\n<p class=\"p1\"><span class=\"s1\">&#8220;<\/span><b>ayudas directas adquisici\u00f3n veh\u00edculos el\u00e9ctricos 2026<\/b><span class=\"s1\">&#8220;<\/span><\/p>\n<\/li>\n<li>\n<p class=\"p1\"><span class=\"s1\">&#8220;<\/span><b>Plan Espa\u00f1a Auto 2030<\/b><span class=\"s1\">&#8220;<\/span><\/p>\n<\/li>\n<li>\n<p class=\"p1\"><span class=\"s1\">&#8220;<\/span><b>Real Decreto &#8230;\/2025, de &#8230;, por el que se regulan las ayudas del Plan Auto+<\/b><span class=\"s1\">&#8221;
